Mr. Amery has asked me to thank you for your letter of 2nd July regarding the suggestion of the Government of India's Educational Commissioner that Rhodes Scholarships might be given to Chinese and to send you the enclosed copy of Mr. Sargent's report which has now been received. It will be seen that Mr. Sargent's attention was chiefly directed to the maintenance of Chinese morale during the war, and transport difficulties would not I think be allowed to stop completely the passage of a few students to India or elsewhere.
Mr. Sargent's suggestions as a whole are being considered by the Foreign Office and the British Council and in order to assist them, they are being sent a copy of your useful letter of 2nd July to Mr. Amery.
